The Chinese law consists of the main regulation and implementing rules which define and extend the certain law. The IT law is regulated in the copyright law and in different implementing rules.
I. WIPO
The World Intellectual Property Organization (WIPO), a United Nations (UN) specialized agency, is dedicated to the promotion of innovation and creativity for the economic, social and cultural development of all countries through a balanced and effective international intellectual property (IP) system.

3. WIPO Agreements
a. Berne Convention for the Protection of Literary and Artistic Works.

II. SIPO
State Intellectual Property Office (vice ministry level) is directly affiliated to the State Council with main responsibilities including:
Organizing and coordinating IPR protection work nationwide and improving the construction of IPR protection system; establishing the collaboration mechanism of IP law enforcement with related departments to launch relative administrative law-enforcement work; launching the work of publicizing IP-related information; and implementing the Compendium on China National IP Strategy with related departments. Standardizing the basic orders of patent administration; planning and formulating drafts of IP and patent laws and regulations; planning and implementing the policies and systems on patent administration; drafting the policies and measures to standardize patent technology exchanges; guiding local authorities to handle and mediate disputes of patent infringement and crack down on activities such as patent counterfeits and imitations; and guiding and standardizing the assessment work of IP intangible assets with related departments.Drawing up the policies of foreign-related IP work. Working out the development programs for the patent work nationwide.Laying down the criteria of affirming the exclusive rights of patents and integrated circuit layout designs and appointing organizations to manage the work of right affirmation; formulating the criteria of infringing the exclusive rights of patents and integrated circuit layout designs.

III. WTO
The World Trade Organization (WTO) deals with the global rules of trade between nations. Its main function is to ensure that trade flows as smoothly, predictably and freely as possible.

IV. MINISTRY OF COMMERCE PEOPLE’S REPUBLIC OF CHINA (MOFCOM)
The MOFCOM is to formulate the strategies, guidelines and policies of developing domestic and foreign trade and international economic cooperation. To draft the laws and regulations governing domestic and foreign trade, foreign investment in China, foreign assistance, overseas investment and foreign economic cooperation, devise relevant departmental rules and regulations. It approves the whole application process of the foreign company foundations. The site provides laws and regulation but not ordered according to certain laws.

V. The surpreme people court of the Peoples republic of china
The Supreme People's Court is the highest court in the mainland area of the People's Republic of China. Hong Kong and Macau, as special administrative regions, have their own separate judicial systems based on British common law traditions and Portuguese civil-law traditions respectively, and are out of the jurisdiction of the Supreme People's Court.
The court includes over 340 judges which meet in smaller tribunals to decide cases. The site provides laws and regulation but not ordered according to certain laws.

VI. China Internet Network Information Center

VII. Congressional - Executive Commission
